و ترسيخ جهود الأمم المتحدة و الجهود الدولية في العراق للاهتمام بقضايا البيئة وشؤونها محاولة إيجاد صيغة مناسبة للموازنة بين البيئة والتنمية، و التباحث في إيجاد الحلول والعلاج لأخطار التلوث التي تهدد البيئة ، و أن ” العراق و عاصمته الاقتصادية , والجنس البشري في خطر” و العمل على حماية طبقة الأوزون، مكافحة إزالة الغابات، مكافحة التصحر والجفاف، حفظ التنوع البيولوجي، إعتماد سلوك الإدارة السليمة بيئيا للنفايات الخطرة والنفايات المشعة، حماية المياه العذبة وإمداداتها من التلوث، النهوض بالزراعة والتنمية الريفية وإدارة موارد الأراضي , و الاعلان عن خطط عمل واتفاقيات بشأن الحقوق والالتزامات وقواعد المسؤولية في مجال البيئة ، مع المحافظات المؤثرة في الثلوث البيئي في محافظة البصرة و من أهم خصائصها وملامحها الربط بين البيئة والتنمية باعتبارهما من المقومات الأساسية للحياة الإنسانية على كوكب الأرض ومن دعائم النظام القانوني الدولي، والتأكيد على ضرورة إشراك الأفراد والدول و المنظمات الدولية لمعالجة قضايا البيئة و التنمية و تغيير المناخ و التنوع البيولوجي و انشاء و تطوير حماية الغابات
